So, I'm ready to make an offer and plan to do that myself, but HR holds the keys as far as the salary goes. I know the base for the position and have asked HR what their recommendation for the specific candidate is. Hopefully they'll provide that to me. But if not, what suggestions do you MTers have for how I approach this?
I considered telling HR they could get on the offer call with me, so between HR and me, we'll be ready with all the details. Open to ideas here.

I've worked in a similar organization, and it was frustrating to say the least. What I ended up landing on was that I would reach out directly and let the person know how much I wanted them for the role and why. Then, explain the next steps are that the recruiter would reach out with a formal offer based on our compensation processes. I also made sure to let them know they could always reach out to me directly with any questions.
